The implementation of the law expanding green roofs is a win for our environment, our economy and our communities. At a time when national policy seems to turn its back on our planet, it is up to cities like New York to lead the fight against climate change. To do that, we have to adopt policies that take advantage of our unique, untapped assets. I am proud to have been a part of a team of activists and communities who are working to change this concrete jungle into a green oasis.

New York City Council Member for District 37

Rafael L. Espinal, Jr. was elected to the New York City Council in 2013, as the representative for District 37.

A lifelong resident of Brooklyn, Rafael L. Espinal Jr. is the Council Member for the 37th district, proudly serving the diverse communities of Bushwick, Brownsville, Cypress Hills, and East New York. Rafael has also led initiatives to inspire green and sustainable solutions in NYC, having sponsored legislation with Brooklyn Borough President Eric Adams to create a citywide plan for urban agriculture, introduced legislation to expand green and solar roofs and by calling on the MTA to use zero-emission electric vehicles.
